CEMP, OEMP and EMP: what’s the difference, and which does your project need?

Environmental management plans turn the conditions of your approval into day-to-day actions your team can follow. Three names come up again and again — CEMP, OEMP and EMP. They are related, but each one is used at a different point in a project’s life.

CEMP – Construction Environmental Management Plan

A CEMP covers the construction stage. It sets out how dust, noise, waste, water and spills will be controlled on site, who is responsible for each control, what is monitored, and what happens if limits are exceeded. It is commonly a condition of approval and is checked during site inspections.

OEMP – Operational Environmental Management Plan

An OEMP takes over once the facility is operating. It covers routine controls, monitoring, record keeping and emergency response for day-to-day operations. Authorities often ask for it before granting an operating permit.

EMP – Environmental Management Plan

An EMP is the plan that turns the commitments made in a study, such as an Environmental Impact Assessment (EIA), or in a permit into clear instructions. It sets out controls, responsibilities, monitoring and reporting for a project or site.

Which one does your project need?

It depends on your project stage and on the conditions of your approval or permit. Many projects need more than one plan over their life — for example a CEMP while building, then an OEMP once operations begin. The best starting point is your approval conditions: they set out what the authority expects. If you are unsure, we can review them with you.

Keep your plan up to date

A plan only works if it matches how your site runs today. When your processes, equipment or layout change, the plan should be reviewed. Our Standard and Premium AMC packages include a yearly review or update of your EMP or OEMP.
